It's a game made on the same engine, same art style, same genre, same general rules, a ton of various overlap and so on. They have a big head start thanks to Hollow Knight. They aren't making a new game from scratch. That alone should've make the development of Silksong faster than Hollow Knight. Anybody who has done something complex once knows how much easier it is on the second go. Having already made a game like this they now have all the necessary knowledge and experience to do this again, but better and more efficiently. So, here're some things to consider that you either omitted on purpose or you are too ignorant to realize: Also you conveniently avoid a lot of important details, that pain a completely different picture once you actually think about it. You talk about video game development as if you understand how it works behind the scenes, but as far as I can tell you're just parroting the same shallow points people bring up when they want to make some excuses. If the Xbox Game Pass within 12 months thing is true, then it will have taken a similar amount of time to make as Hollow Knight itself. You need an exposé to figure out why a very small team takes a while to make a game on the scale of Hollow Knight, easily one of the largest and most content rich metroidvania games out there, taking on average about 40 hours for most people (compare with other metroidvanias), when it looks like Silksong will have comparable scale with more complex combat and movement?
